The Former President's Woke Warning Overlooks Europe's True Threat: Economic Stagnation.

Donald Trump's security policy document presents a misguided assessment of Europe. The document asserts that open-border policies and what it terms "woke" agendas represent an grave risk to European civilization. Yet, this perspective is based on a fundamental misreading of the situation. The actual challenge confronting the EU is not cultural but economic and technological lag.

A Glaring Economic Gap Between the US and Europe

The data reveal a stark contrast. From 2008 and 2023, US GDP surged by 87%, compared to a paltry 13.5% growth for the EU. During this time, EU GDP per capita dropped from over three-quarters to just 50% of the American figure. Remarkably, even the poorest US state now has a greater average income than several leading EU nations like France and Italy.

Today, roughly 50% of the global 50 largest technology firms are US-based, while a mere four are European.

The Technological Shortfall: A Critical Problem

This widening economic gap is driven by stronger efficiency gains in the United States, fueled by breakthroughs and higher total factor productivity. The landscape of world technology dominance is decidedly US-centric. In the last five decades, hundreds of American startups have scaled into enterprises valued at over ten billion dollars, compared with only fourteen in the European continent.

This disparity raises a pressing question: In the race for future industries like semiconductors, AI, and quantum computing, where does the EU positioned? Experts widely concede it is essentially a two-horse race involving the US and China, with Europe starting at a significant disadvantage.

Root Causes of the Continent's Technological Lag

Several major reasons explain this innovation chasm.

  • Venture Capital: The United States has a much more robust and more dynamic network for financing new ventures. Europe has yet to establish a genuine capital markets union, a factor that caps the scale of new firms.
  • Regulatory Fragmentation: Complex and divided regulation hamper Europe. A US startup can launch a service under a single regulatory framework to access a consumer base of over 330 million. The European Union, despite a larger population size, is split among twenty-seven different national regimes, creating significant market obstacles.
  • Cultural Attitudes: Attitudes toward risk-taking vary greatly. In parts of Europe, a startup's collapse was historically met with stigma, whereas in the US, it is often seen as a valuable lesson.
  • Defense Spending: The US benefits from a tightly woven innovation pipeline linking defense and academia. The continent's chronic underinvestment in military capabilities has weakened its capacity for pioneering research.

A Path Forward: Reasons for Hopefulness

In spite of these hurdles, one can find reasons for optimism. European leaders are increasingly aware of the existential challenge and have started to propose substantial change. Notable reports on European competitiveness and the single market highlight the need for sweeping reforms.

With the right policies and regulatory reforms, these assets might enable far greater levels of business-led breakthroughs.

Europe retains significant advantages: skilled workforce, excellent schools and universities, and premier research institutions. Coupled with a large internal market and substantial household savings, these elements have the potential to trigger a new wave of venture creation.

Crucially, even if Europe does not become the leader in developing cutting-edge technologies, it can still significantly increase economic output by adopting and adapting innovations from other regions.

An Inflection Point

The European Union now faces a decisive moment. To paraphrase a famous line, decline often happens "gradually and then suddenly". So far, Europe's slide in innovation has been gradual. But, if it fails to take bold steps to address its structural weaknesses, today's gradual weakening could give way to a sudden and irreversible decline in world influence.
